ASB Constitution


PHS ASB CONSTITUTION
 
Preamble:
 
We, the students of Pullman High School, in order to closely bind together the common concerns of the student body; to promote and to encourage its interests in all departments; and to bring ourselves more thoroughly into cooperation with the faculty in the school matter, do ordain and establish this constitution.
 
ARTICLE 1
 
Name and Membership
 
Section I- The name of this association shall be “Pullman High School Associated Student Body,” hereafter referred to as the PHS ASB.
 
Section II- All students enrolled in Pullman High School shall be members of this association.
 
Section III – The Executive Council shall consist of the President, Vice President, Secretary and Treasurer of the PHS ASB
 
Section IV – Student Council shall consist of President, Vice President, Secretary and Executive Council Representative for each class, in addition to the Executive Council.
 
Section V – The Senate shall consist of one first period representative, elected by those in the class.  An alternative may be appointed by the teacher in case of Senator absence. 
 
ARTICLE II
 
Executive Council and their duties:
 
Section I-The officers of this association shall be a President, Vice-President, Secretary and Treasurer.  All of the officers shall be elected from the membership of this association.
 
Section II-The President shall preside at all meetings of the association and shall perform usual duties pertaining to that office.
 
Section III-The Vice-President shall assume the duties of the President in the absence of that officer.  He/she shall serve as student advisor to the Activities Coordinator and to the Athletic Council
 
Section IV-The Secretary shall keep all the records of all proceedings of the Executive Council and shall conduct all required correspondence.  The Secretary will file the above-mentioned records with the Activities’ Director of the school after each meeting.
 
Section V – The Treasurer will approve all purchase orders in a timely manner, sign all transactions having to do with spending and coordinate frequently with the Activities Coordinator and ASB Office.
 
Section VI – The Executive Council members shall be a representative to the Pullman School District School Board on a rotating basis, taking information to and from the Board Meetings. 
 
ARTICLE III
 
Section I-The Student Council shall consist of the Executive President, e Vice President, Secretary and Treasurer of the Association.  Additional members are the class President, Vice-President, Secretary and Executive Council Representative for each class.   The Principal of the high school shall appoint an advisor to the Executive Council.
 
Section II-The Student Council will perform the administrative functions of the association.
 
Section III-TheStudent Council will determine its own operating procedures and will be governed by Robert’s Rules of Order.
 
Duties of Class Officers
 
Section I - President – Shall run class meetings
 
Section II - Vice President – Shall seve as President in their absence
 
Section III - Secretary – Shall take notes during class meetings and Executive Council meetings – Use those minutes to distribute information to class members.
 
Section IV -Executive Council Representative – Shall serve as Senate advisor.
            Senior Class Representative will act as President of the Senate
 
Section V - All Class officers shall attend at least one PSD School Board meeting.
 
ARTICLE IV

Pullman High School Senate
 
Each 1st period class shall elect one representative for the PHS Senate.  This group will meet on collaboration days (approximately once per month).  The Executive Council Reps for each grade will serve as the Senate Leadership and will communicate to and from the ASB.
Members of the senate will in turn, communicate to their 1st period classes about events, ideas and plans that come from PHS ASB.  The Senate members will also communicate to the Executive Council Reps if there are issues or needs brought forth from classmates. 
 
ARTICLE V
 
Elections
 
Section I-The President, Vice-President, Secretary and Treasurer shall be annually elected between March 1 and May 15 of each school year.  The date of the elections shall be determined by the Executive Council.
 
Section II-The class Officers shall be annually elected between April 1 and May 31  of each school year.  The date of the elections shall be determined by the association officers.
 
Section III-All elected positions shall be determined by a majority vote of the ballots cast.  In the event that no candidate receives a majority, a run-off election shall be held between the two candidates having the most votes. In the event that there is only one candidate for an office and that candidate meets the minimum requirements, that candidate shall be appointed to the position without having to be voted on by a ballot.
 
Section IV-Petitions for the positions of association officers shall be filed by each candidate running for an office.  The petitions must bear the endorsement of fifty (50) association members.  No one may sign more than one (1) petition for any office.  All petitions for nominations must be submitted to the Executive Council Advisor by a time prescribed by the Executive Council prior to the election.
 
Section V-To be eligible for any ASB office a student must have a 2.5 or better accumulative GPA at the time of the election and maintain it thru out the course of the school year.  Additionally, all members of the Executive Council, must take at least 3 classes at the high school to be eligible to remain on Executive Council
 
 
ARTICLE VI
 
Amendments
 
Section I-An amendment may be proposed by any member of the association.
 
Section II-An amendment will be put into effect upon a 2/3 vote of the members of the association voting.
 
ARTICLE VII
 
Vetoes and Procedures for changing decisions:
 
Section I-The principal has the power to veto any decision made by the Executive Council.
 
Section II-A decision made by the Student Council may be reversed by a petition of 2/3 of the members of the Senate.
 
BY-LAWS OF PULLMAN HIGH SCHOOL STUDENT ASSOCIATION
 
1.                  To be eligible for class membership, a student need not meet a credit requirement of the school, but class membership will be determined by his/her year in school.
 
2.                  If  the case occurs that any member of the Pullman High School Student Council has an ongoing scheduling conflict or is unable to attend meetings and/or is not able to participate in the designated duties the current PHS Student Council has the obligation to review said appointment.  If it is found that the member cannot continue with his/her designated duties, the PHS Student Council will vote, and by simple majority, take disciplinary action by means of an initial warning; if unsatisfactory actions continued a following suspension from the committee may occur; and finally expulsion from the committee.  Said appointee upon expulsion will be replaced by the runner-up or if unavailable, the PHS Student Council is responsible for appointing a replacement who may be agreed upon by a simple majority of the PHS Student Council.
 
 
Purchasing Procedures and Budgets:
 
A.                Each advisor is responsible for being knowledgeable regarding the procedures for setting up a budget for a particular activity. All advisors must attend the mandatory ASB Fund Training provided by district. 
 
B.                 Each advisor will receive from the PHS ASB Treasurer a budget request form to be filled out by the advisor and the treasurer for the activity.
 
C.                 All budget requests (preliminary budget) for the following school year are to be submitted to the PHS ASB treasurer by May 15, of the current year.
 
D.                All budgets are subject to the final approval of the Activities Coordinator.
 
E.                 At the end of the school year, if there are any outstanding accounts payable, the PHS ASB Treasurer is to be notified of such.
 
F.                  The following procedures are to be used when making purchases:
1.         The proper purchase order form must be filled out and signed by the advisor, and ASB officer, the Principal or the Activities Coordinator, and the PHS ASB Treasurer BEFORE a purchase is made.
 
2.         When a statement is received, the activity treasurer shall fill out the requisition for the PHS ASB, club.  This must be signed by the advisor, and Executive Council representative, the PHS ASB Treasurer, and the Activities Director.
 
3.         Each requisition for a check MUST HAVE a filing voucher to satisfy and audit.  Such a filing voucher may be either a statement of the bill or an affidavit of expenditure.
 
4.         When the requisition is completed it should be given to the PHS ASB office secretary.
 
5.         The activity treasurer may check the ledger card for his/her activity kept by the PHSASB Treasurer at any time.  (It is the advisor’s responsibility to reconcile any differences in the balances.)
 
6.          All Fund raiser forms must be signed by the activity’s advisor before submitting to the PHS ASB for approval.
 
3.     All elections of officers of any chartered organization of the Pullman High School Student Association or any subsidiary organization of the Association shall be determined by a majority vote of those voting.  Provided, any such club or organization may adopt a rule changing the vote necessary to carry an election of officers.
 
4.     An amendment to these by-laws must be discussed in homerooms before final consideration.  A majority vote of the Student Body and of the Executive Council is required for adoption of an amendment.
